What kind of game would you like to make? Are you talking about making a full 3D game? It takes many people and months of work to do such a thing. You would definitely need to know some programming. I would start by looking into using an existing 3D graphics engine to start with, such as id software's old quake 3 engine. You could build one from the ground up yourself but that would take a lotttt of work.

It takes a lot of work and you definitely need to know how to programming and often maths and physics are required.

I messed around with yabasic on the Playstation2, if you search 'ps2 yabasic f1' on YouTube you'll see something I made, before that I had done another racing game which had ships floating above the track more like wipeout and I made a stereoscopic version of that, instead of having the 2 channels overlaid in each frame I had it alternating each view and colour per frame which wasn't ideal but the most practical way with that language which wasn't really all that good

To make a stereoscopic version of a game doesn't add much complexity, just slight alterations to the geometry while rendering and of course some extra time per frame to actually render the scene twice. You still need to make your game though, which is the hard bit.

I found this and it looks interesting. It is a game developing piece of software for free from Unreal, worth looking at
